“The “Arc” Alliance should become a key link between the European and Eurasian security systems”

Excerpts from the Speech by Ferhad TURANLY – Professor at the National University of Kyiv-Mohyla Academy, Doctor of Historical Sciences, Professor,  at the roundtable of the Institute for Global Politics “Problems and Prospects for the Creation of a New European Security System in the Context of Russia’s Aggressive Foreign Policy” on December 11, 2025

  • “Russia’s aggression against Ukraine has completely destroyed the existing European security system.
  • There is an urgent need to create a new security system capable of guaranteeing the defense, resilience, and stability of Europe.
  • The strategic partnership between Ukraine and Türkiye, based on deep historical traditions, is of particular importance.
  • An expanded model of regional security: the Baltic-Black Sea-Caspian military alliance, or “Arc”.
  • Key elements of the “Arc” model:
    • a strategic partnership between Ukraine and Türkiye, reinforced by defense and political cooperation with Poland, Moldova, Romania, Bulgaria, and the Baltic states;
    • expansion of the alliance to the Black Sea and Caspian regions, including partners in the South Caucasus and Central Asia;
    • joint systems to counter missile, aviation, and drone threats;
    • development of military-industrial cooperation;
    • deepening cooperation in cybersecurity and energy security;
    • protection of critical sea communications;
    • joint training and coordination of mutual security guarantee mechanisms.
  • The “Arc” Alliance should become a key link between the European and Eurasian security systems.
  • Ukraine, in partnership with Türkiye, should become a central element in the formation of a defense and security space in the Baltic-Black Sea-Caspian region
