Putin&#8217;s Russia is already at war with Europe. Fortunately, this aggression is being restrained by the heroic defense of Ukraine&#8221;<\/h1>\n<p style=\"text-align: justify;\">I will talk about how Putin has been conducting his policy exclusively from a position of confrontation for quite some time now. He needs a confrontational stance for one reason: to keep power in his hands in Russia. There are a huge number of people in Russia, millions, who are not represented in any way. They cannot form political parties, cannot protest under the fear of imprisonment. They cannot even express themselves on the Internet, because they will be imprisoned for it. Nevertheless, there are such people, millions of them. But their voices are not heard today. For obvious reasons.<\/p>\n<p style=\"text-align: justify;\">As a lawyer, I defended such people. I know they exist, I have seen them in the squares. And I assure you that they have not left Russia. They were there, and they remain there. The question is whether or not we have the ability to provide them with some political activity in the face of the most severe censorship that exists in Russia today.<\/p>\n<p style=\"text-align: justify;\">When people tell me that all 136&nbsp;% of Russians support Putin&#8217;s war, that all Russians dream only of taking over Ukraine and all other countries, I say that this is not true. I grew up among these people, I saw them, and I assure you that my generation and the generation of younger people, people who grew up in big cities, first of all, urban intellectuals, they absolutely do not need this, they are not interested. They dream that it will all be over as soon as possible.<\/p>\n<p style=\"text-align: justify;\">The Moscow Times published the latest poll on May 8, 2025, it seems, according to which only 30% support the direct continuation of hostilities against Ukraine, this illegal and disgusting war. And 70&nbsp;% favor negotiations.<\/p>\n<p style=\"text-align: justify;\">When we talk about Russia, we need to understand what exactly we are talking about. Russia is very heterogeneous. There is a huge gap between generations. There is an older generation that grew up in the Soviet Union, which is now retired, usually living in very poor conditions, and therefore has no access to independent media, only watching TV. The TV, of course, tells them that there are only enemies around, who only dream of destroying us. There is a younger generation that reads independent media and has a completely normal pro-European position. They know what the Russian Constitution is, which was invented and created with the idea of decentralization of power, which greatly prevents dictatorship and promotes democracy.<\/p>\n<p style=\"text-align: justify;\">People, watching all these processes, protests, both in 2011 and 2012, and then in 2017, just before the war started, and even during the war, were actively interested in international documents, on what principles the European Union and PACE exist. This was facilitated by the very active work of human rights defenders.<\/p>\n<p style=\"text-align: justify;\">All those ideas, including those that include the right of peoples to self-determination, those fundamental ideas, they are all very close to the younger generation. That is, everything just needs to be done according to the rules, through referendums, especially when it comes to the secession of certain regions from Russia. Therefore, our efforts, as I see it, should be aimed at somehow determining the direction of action for these people who are deprived of speech but nevertheless want to act. And this is a very big problem, because it is not entirely clear what exactly can be offered to them.<\/p>\n<p style=\"text-align: justify;\">Putin is waging this confrontation, as I said earlier, with one single goal in mind: to retain power. Therefore, if you are at war, if you are constantly inventing some enemies, internal and external, then it is very easy to explain to the population the failures in the economy, it is very easy to pursue those internal enemies that you yourself have invented.<\/p>\n<p style=\"text-align: justify;\">But the problem is that hatred is a rather short-lived commodity. If today you hate Chechens, tomorrow you can no longer hate them simply because it is a short-lived product of hate propaganda. You can&#8217;t get very far with it, so you have to constantly invent new enemies.<\/p>\n<p style=\"text-align: justify;\">Speaking of confrontation, I would like to note that the following follows: negotiations with Putin on a sustainable peace are impossible. Trump will not be able to force Putin to agree on anything. He cannot! It is impossible. Russia, Putin&#8217;s Russia, is already at war with Europe, no matter what Europe thinks about it. This is a fait accompli. This war is a hybrid war, but it is still going on. Fortunately, this aggression is being restrained by the heroic defense of Ukraine. But the Russians are very offended, in particular, when they hear on the news that Ukraine is not being provided with enough weapons. A huge number of people are dying in Ukraine. Every day, chessmen and ballistics and everything else arrive. For some reason, for some reason, it is still impossible to establish the supply of countermeasures, as well as systems with which Ukraine could strike at factories, including those that these same shahids produce. It is of great concern that we still cannot, for some reason, sanction large sectors of both the Russian and Belarusian economies.<\/p>\n<p style=\"text-align: justify;\">We cannot prevent Putin from trading with the EU.&nbsp; So that he doesn&#8217;t earn money that he spends on war and repression inside Russia. And the people who see all this, these normal Russians who are in Russia, they have a very big resentment about this. Because all these protests over the decades, all we heard in response from the EU were just expressions of concern. The EU was very concerned about the large number of political prisoners in Russia, about the repression in Russia&#8230; Yes, there was a very serious concern about the arrest of the leader of the Russian opposition at that time, Alexei Navalny. But no sanctions were imposed, no measures were taken that could really hint to Putin that he should stop this confrontation.<\/p>\n<p style=\"text-align: justify;\">As a result, we got what we got. And with that gigantic amount of petrodollars and money coming in from gas trade, respectively, we made this person feel immortal. Putin came to the conclusion that the West was weak, that he could do whatever he wanted with it. And that&#8217;s what Putin did, in fact, trying to hold on to his power, fearing outbreaks of Belarusian protests in 2020, knowing that discontent is brewing inside Russia, and being well aware of the simple idea that the easiest way to bring down this discontent is to start a small, suppressed war, as it already happened in 2014 after the protests in Russia in 2011, 2012.<\/p>\n<p style=\"text-align: justify;\">What can we do to counter this?<\/p>\n<p style=\"text-align: justify;\">This is a very complicated question. First of all, we have to recognize that there is no strategy, neither Ukrainian, nor British, nor EU strategy for dealing with people who are on the territory of Russia, with normal people.<\/p>\n<p style=\"text-align: justify;\">The problem of deserters was also mentioned here. It is not only related to the fact that people really need to be motivated not to go to this war. But it also has a very interesting implication, which is that people who have been in this meat grinder know very well what the Russian army is. They know very well how the commanders of the Russian army treat their soldiers. These people need to be heard, and their voices need to be replicated as loudly as possible. But their voices are not heard. For one simple reason: they are not in a safe country, they are in Armenia, for example. They can be kidnapped from Armenia, and this has already happened. And so they are, in fact, in danger there. And they are silent. We need to do something about this problem.<\/p>\n<p style=\"text-align: justify;\">In general, we need a strategy on how we will talk to people who are inside Russia. There are a huge number of them there. Many of them risk their lives to help Ukraine, but there is no strategy for them. They are locked inside.
