Based on remarks delivered at the Institute for Global Politics roundtable discussion, \u201cChallenges in Cross-Border Cooperation and Ways to Address Them\u201d<\/em><\/p>\n

\u201cEuropean integration today is, first and foremost, about charting a new course for communities in terms of development\u201d<\/h1>\n

Indeed, why is the topic of cross-border cooperation is being discussed specifically in Uzhhorod, in Zakarpattia? Because Zakarpattia has historically been Ukraine\u2019s main gateway to the EU. We are a hub of cross-border cooperation, where all cross-border programs are currently active. While Lviv has only the \u201cUkraine-Poland\u201d program and Chernivtsi has the \u201cUkraine-Romania\u201d program, Zakarpattia is home to the \u201cUkraine-Poland\u201d,  \u201cUkraine-Romania\u201d,  and, in particular, the \u201cUkraine-Romania-Slovakia-Hungary\u201d programs.<\/p>\n

Looking back at previous years, we were seeking partners with whom to develop projects under these programs. Today, however, thanks to all the consular and diplomatic missions, virtually all 64 local communities have partners from all four of the countries just mentioned and are able to develop projects. We aim to transform border infrastructure, attract European grants, and create a secure space together with our neighbors. The synergy between government, diplomats, and the community is the key to successful integration.<\/p>\n

Projects are designed as so-called \u201cmirror\u201d projects. We are all familiar with international support programs, but as Serhii Ivanovych Chernov has already pointed out, we face a problem with co-financing. These are programs with mandatory 10% co-financing\u2014which is required\u2014plus an additional 10% that is reimbursed once the project is implemented.<\/p>\n

 Many projects are being implemented in Zakarpattia, where local governments and municipal institutions serve as beneficiaries. And while the main challenge used to be finding partners to participate in joint grant programs, communities in the region are now facing the problem of co-financing these international projects. If we are to draft any appeals to the government, I have four specific proposals. These are the specific points:<\/p>\n

 consider the possibility of creating a state-funded revolving co-financing mechanism for international technical assistance projects implemented with financial support from the European Union;<\/p>\n

 explore the possibility of establishing a revolving fund to support the implementation of international technical assistance projects, which would provide temporary coverage of expenses that are reimbursed by donors upon project completion;<\/p>\n

provide for the possibility of using such a mechanism to support local governments, municipal institutions and enterprises, regional development agencies, educational and scientific institutions, as well as civil society organizations that are eligible recipients of international technical assistance programs;<\/p>\n

consider the possibility of establishing such a financial instrument in cooperation with international financial organizations and the European Union\u2019s programs.<\/p>\n

 This would make it possible to implement projects in which the funds would be returned to the program. If the government agrees to this and includes a separate line item in the state budget for a so-called revolving fund, then these projects will become a reality. Because the funds will be returned to the fund once a particular institution implements a project. And they will then be used to co-finance other projects.<\/p>\n

 It is very positive that Parliament recently passed a law allowing local governments to provide additional pay to employees participating in international and technical cross-border cooperation programs. After all, previously there was no such opportunity to provide these additional payments. Now that this step has been taken, it\u2019s very good.<\/p>\n

 As we know, people make all the difference. And now, in order to participate in international projects, communities must have staff members who will focus exclusively on issues of international cross-border cooperation. This is a kind of investment in the community\u2019s future.<\/p>\n

To sum up, I would say that European integration today is not merely about adapting to European legislation. Above all, it is about charting a new path for communities toward sustainable development, energy efficiency, and cross-border and international cooperation to address shared challenges.<\/p>\n
