Principes de construction et composantes<\/h1>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\" style=\"text-align: left; padding-left: 80px;\"><em>Un de nos pr\u00e9c\u00e9dents articles, intitul\u00e9 \u00ab L&#8217;Alliance Nord-Atlantique : visions d\u00e9form\u00e9es et essence v\u00e9ritable de l&#8217;OTAN \u00bb, examinait les efforts d\u00e9ploy\u00e9s par les dirigeants de l&#8217;organisation pour renforcer le syst\u00e8me de s\u00e9curit\u00e9 euro-atlantique.<\/em><\/div>\n<div dir=\"auto\" style=\"text-align: left; padding-left: 80px;\"><em>Le syst\u00e8me de s\u00e9curit\u00e9 europ\u00e9en soutenu par la composante europ\u00e9enne de l&#8217;OTAN et de l&#8217;UE, fait partie int\u00e9grante de l&#8217;architecture de s\u00e9curit\u00e9 euro-atlantique. Actuellement, les dirigeants de l&#8217;Alliance et de l&#8217;UE prennent des mesures pour l&#8217;adapter aux menaces croissantes de la Russie.<\/em><\/div>\n<div dir=\"auto\" style=\"text-align: left; padding-left: 80px;\"><em>Ce travail est complexe et la grande majorit\u00e9 de la soci\u00e9t\u00e9 europ\u00e9enne l&#8217;ignore. Par cons\u00e9quent, il appara\u00eet que les dirigeants de l&#8217;UE ne se concentrent pas suffisamment sur les questions de d\u00e9fense, laissant l&#8217;Europe sans d\u00e9fense face \u00e0 la Russie.<\/em><\/div>\n<div dir=\"auto\" style=\"text-align: left; padding-left: 80px;\"><em>Cette situation profite \u00e0 la Russie et compromet \u00e9galement les aspirations europ\u00e9ennes et euro-atlantiques de l&#8217;Ukraine. Il convient donc d&#8217;examiner les principes de construction d&#8217;un nouveau syst\u00e8me de s\u00e9curit\u00e9 europ\u00e9en et ses principales composantes.<\/em><\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<h2 dir=\"auto\">PARTIE I<\/h2>\n<h3 dir=\"auto\">Principes g\u00e9n\u00e9raux pour la construction d&#8217;un nouveau syst\u00e8me de s\u00e9curit\u00e9 euro-atlantique et europ\u00e9en<\/h3>\n<div dir=\"auto\">La n\u00e9cessit\u00e9 de modifier l&#8217;architecture de s\u00e9curit\u00e9 euro-atlantique et europ\u00e9enne, ainsi que de nouveaux principes pour leur construction, a r\u00e9cemment \u00e9t\u00e9 \u00e9voqu\u00e9e dans notre article \u00ab L&#8217;Alliance nord-atlantique : visions d\u00e9form\u00e9es et essence r\u00e9elle de l&#8217;OTAN \u00bb, ainsi que dans d&#8217;autres publications. Il convient toutefois de revenir sur cette question, en se concentrant sp\u00e9cifiquement sur les aspects europ\u00e9ens.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\">Comme on le sait, au d\u00e9but de l&#8217;ann\u00e9e, une d\u00e9cision a \u00e9t\u00e9 prise de redistribuer les fonctions au sein de l&#8217;OTAN. Ainsi, au niveau mondial, les \u00c9tats-Unis devraient se concentrer sur la ma\u00eetrise de la Chine et sur les d\u00e9veloppements dans la r\u00e9gion Asie-Pacifique. Quant \u00e0 l&#8217;Europe, elle devrait se concentrer sur la lutte contre la Russie. Les \u00c9tats-Unis devraient lui apporter un soutien ad\u00e9quat. Cet objectif a \u00e9t\u00e9 convenu lors du sommet de l&#8217;OTAN et du Conseil europ\u00e9en de juin dernier. Parall\u00e8lement, l&#8217;Europe doit renforcer sa responsabilit\u00e9 en mati\u00e8re de s\u00e9curit\u00e9, ce qui permettra aux \u00c9tats-Unis de disposer des ressources n\u00e9cessaires pour r\u00e9pondre efficacement aux menaces chinoises.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\">Parall\u00e8lement, cette approche ne signifie pas que l&#8217;Europe agira s\u00e9par\u00e9ment de l&#8217;OTAN, notamment en cr\u00e9ant sa propre arm\u00e9e europ\u00e9enne, ce qui compliquerait consid\u00e9rablement le fonctionnement des structures de s\u00e9curit\u00e9. Elle vise simplement \u00e0 renforcer le potentiel militaire de l&#8217;Europe et \u00e0 clarifier le champ d&#8217;action de l&#8217;Alliance et de l&#8217;UE. La composante europ\u00e9enne de l&#8217;Alliance nord-atlantique sera principalement responsable de la d\u00e9fense militaire de l&#8217;Europe, tandis que l&#8217;Union europ\u00e9enne sera responsable des questions financi\u00e8res et \u00e9conomiques li\u00e9es \u00e0 sa s\u00e9curit\u00e9, notamment du r\u00e9armement et de l&#8217;aide \u00e0 l&#8217;Ukraine.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\">\u00c0 cette fin, de nouveaux organes directeurs dot\u00e9s de ces fonctions sont cr\u00e9\u00e9s au sein de l&#8217;UE. Cependant, ils ne dupliqueront pas les structures de gouvernance de l&#8217;OTAN, mais les compl\u00e8teront. Dans un tel syst\u00e8me, l&#8217;Ukraine jouera, et joue d\u00e9j\u00e0, un r\u00f4le cl\u00e9 dans la dissuasion de la Russie et constitue la ligne de front de l&#8217;OTAN sur la partie orientale de son flanc sud. Ce r\u00f4le est d&#8217;ores et d\u00e9j\u00e0 pris en compte dans les plans op\u00e9rationnels des Forces interarm\u00e9es de l&#8217;Alliance et des Forces Arm\u00e9es polonaises et roumaines, comme en t\u00e9moigne la nature de leurs exercices militaires. Dans le cadre de la mise en \u0153uvre concr\u00e8te de ces plans, les sp\u00e9cialistes de l&#8217;OTAN et de l&#8217;UE ont d\u00e9fini les principes de construction d&#8217;un nouveau syst\u00e8me de s\u00e9curit\u00e9 europ\u00e9en consid\u00e9r\u00e9 comme partie int\u00e9grante de l&#8217;espace de s\u00e9curit\u00e9 euro-atlantique. Des plans d&#8217;action sont actuellement en cours d&#8217;\u00e9laboration pour traduire ces principes en pratique. L&#8217;\u00e9volution actuelle des menaces pesant sur les \u00c9tats-Unis et l&#8217;Europe est \u00e9galement prise en compte.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<h3 dir=\"auto\">Volet administratif<\/h3>\n<div dir=\"auto\"><strong>Le Haut Repr\u00e9sentant de l&#8217;Union europ\u00e9enne pour les affaires \u00e9trang\u00e8res et la politique de s\u00e9curit\u00e9 reste responsable de la d\u00e9finition et de la mise en \u0153uvre de la strat\u00e9gie de s\u00e9curit\u00e9 de l&#8217;UE<\/strong>. Depuis 2024, ce poste est occup\u00e9 par l&#8217;ancien Premier ministre estonien Kassar Kallas.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\">En septembre 2024, un nouveau poste a \u00e9t\u00e9 cr\u00e9\u00e9 au sein de la Commission europ\u00e9enne : celui de commissaire europ\u00e9en \u00e0 la d\u00e9fense. Ce poste est charg\u00e9 de la coop\u00e9ration UE-OTAN, de la coordination de l&#8217;industrie de d\u00e9fense, de la recherche et du d\u00e9veloppement, et de la mobilit\u00e9 militaire. Dans le cadre de ses fonctions, le commissaire europ\u00e9en \u00e0 la d\u00e9fense prend \u00e9galement en compte les aspects militaro-politiques de la s\u00e9curit\u00e9 europ\u00e9enne. Ce poste est actuellement occup\u00e9 par l&#8217;ancien Premier ministre lituanien A. Kubilius qui d\u00e9fend des positions pro-ukrainiennes.<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<h3 dir=\"auto\">Volet financier et \u00e9conomique<\/h3>\n<div dir=\"auto\"><strong>En mars dernier, la Commission europ\u00e9enne (CE) a pr\u00e9sent\u00e9 son \u00ab Livre blanc sur la d\u00e9fense europ\u00e9enne \u2013 Pr\u00e9paration \u00e0 l&#8217;horizon 2030 \u00bb.<\/strong> Ce document d\u00e9finit les axes d&#8217;action de l&#8217;Europe, composante europ\u00e9enne de l&#8217;OTAN et de l&#8217;UE, pour renforcer sa s\u00e9curit\u00e9 et sa d\u00e9fense. Ces actions concernent principalement les aspects militaro-techniques, \u00e9conomiques et politiques, et ne portent pas, en r\u00e9alit\u00e9, sur des questions purement militaires. Selon le \u00ab Livre blanc \u00bb, les principaux axes sont :<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<ul style=\"text-align: justify; line-height: 15px;\">\n<li dir=\"auto\">soutenir l&#8217;industrie europ\u00e9enne de la d\u00e9fense par une demande globale et des investissements accrus ;<\/li>\n<li dir=\"auto\">contribuer au renforcement du potentiel militaire de l&#8217;Ukraine en augmentant l&#8217;assistance militaro-technique et en approfondissant l&#8217;int\u00e9gration des industries de d\u00e9fense europ\u00e9ennes et ukrainiennes ;<\/li>\n<li dir=\"auto\">approfondir les liens entre les pays europ\u00e9ens dans le cadre d&#8217;un march\u00e9 commun europ\u00e9en de la d\u00e9fense ;<\/li>\n<li dir=\"auto\">acc\u00e9l\u00e9rer la transformation de la d\u00e9fense par l&#8217;introduction d&#8217;innovations de rupture ;<\/li>\n<li dir=\"auto\">am\u00e9liorer la pr\u00e9paration de l&#8217;Europe aux sc\u00e9narios catastrophes en am\u00e9liorant la mobilit\u00e9 militaire, le stockage et la s\u00e9curit\u00e9 aux fronti\u00e8res avec la Russie et la Bi\u00e9lorussie ;<\/li>\n<li dir=\"auto\">\u2022 renforcer les partenariats avec des pays partageant les m\u00eames valeurs \u00e0 travers le monde.<\/li>\n<\/ul>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\"><strong>Le Livre blanc inclut le plan \u00ab R\u00e9armement de l&#8217;Europe\/Pr\u00e9paration 2030 \u00bb qui alloue 800 milliards d&#8217;euros au financement d&#8217;actions dans les domaines susmentionn\u00e9s.<\/strong><\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<div dir=\"auto\">Ces fonds sont obtenus gr\u00e2ce \u00e0 :<\/div>\n<\/div>\n<div class=\"x14z9mp xat24cr x1lziwak x1vvkbs xtlvy1s x126k92a\" style=\"text-align: justify;\">\n<ul style=\"text-align: justify; line-height: 15px;\">\n<li dir=\"auto\">L&#8217;augmentation des d\u00e9penses de d\u00e9fense des membres europ\u00e9ens de l&#8217;OTAN. Lors du sommet de l&#8217;Alliance \u00e0 La Haye en juin, les pays membres se sont engag\u00e9s \u00e0 porter leurs d\u00e9penses militaires \u00e0 5 % du PIB. Pour y parvenir, la Commission europ\u00e9enne a autoris\u00e9 un d\u00e9passement du niveau de dette publique d\u00e9fini par le Pacte de stabilit\u00e9 et de croissance, dans le cadre des r\u00e8gles budg\u00e9taires de l&#8217;UE. Ce d\u00e9passement devrait \u00eatre compens\u00e9 par des hausses d&#8217;imp\u00f4ts ;<\/li>\n<li dir=\"auto\">L&#8217;attraction d&#8217;investissements priv\u00e9s et autres pour cr\u00e9er le Fonds d&#8217;action pour la s\u00e9curit\u00e9 en Europe (SAFE), dot\u00e9 de 150 milliards d&#8217;euros (168 milliards de dollars). Ce fonds accordera des pr\u00eats \u00e0 long terme aux membres de l&#8217;UE et \u00e0 d&#8217;autres pays, principalement l&#8217;Ukraine, afin de renforcer leur d\u00e9fense et de d\u00e9velopper l&#8217;industrie europ\u00e9enne de la d\u00e9fense. Les pr\u00eats du fonds peuvent \u00eatre utilis\u00e9s pour des syst\u00e8mes d&#8217;armement dans le cadre d&#8217;achats conjoints pour le r\u00e9armement de l&#8217;Europe. Les m\u00e9canismes financiers du fonds constitueront une plateforme strat\u00e9gique pour un renouvellement radical du potentiel de d\u00e9fense de l&#8217;Europe face aux menaces croissantes de la Russie et \u00e0 l&#8217;instabilit\u00e9 des relations avec les \u00c9tats-Unis. La d\u00e9cision de cr\u00e9er ce fonds a \u00e9t\u00e9 prise par le Conseil de l&#8217;UE au plus haut niveau en juin dernier ;<\/li>\n<li dir=\"auto\">Accro\u00eetre le financement des projets de d\u00e9fense et de s\u00e9curit\u00e9 gr\u00e2ce aux ressources de la Banque Europ\u00e9enne d&#8217;Investissement et attirer des capitaux priv\u00e9s via l&#8217;Union europ\u00e9enne d&#8217;\u00e9pargne et d&#8217;investissement (UEI).
