“We Need to Build Our Own Security, Including Military Security”

Excerpts from the Speech by Illia Kvas, Head of the Directorate of the Ministry of Foreign Affairs of Ukraine, at the roundtable of the Institute of Global Policy “Problems and Prospects for Creating a New European Security System in the Context of Russia’s Aggressive Foreign Policy”on December 11, 2025.

  • “Since 2008, Russia has been dismantling the modern architecture of European security. (Georgia).
  • Already  then, the groundwork was being laid for a larger-scale aggression.
  • We must monitor what the aggressor country and its satellites, in particular Belarus, are doing.
  • Lukashenko has approved a defense plan for Belarus, which explicitly mentions the restoration of nuclear weapons.
  • Belarus, along with Ukraine and Kazakhstan, was one of the countries that voluntarily gave up its nuclear weapons.
  • Europe must pay more attention to its security.
  • Europe is beginning to sober up from the era of prosperity and thriving in which it has been for many years.
  • We need to build our own security, including the military one.”
